Migrating users from Webauth to SimpleSAML authentication

Great session at UIT UnConference about sunsetting AFS triggered the need to move applications from AFS to other servers.  One if the challenges it preserving existing SUNet accounts that were created using older Webauth module and convert them to new ones.
